What is Salary of Government Employees in Pakistan

After completion of studies, most of the aspirants make job a main source of income to meet necessities of their life. They work in private organization or government department for a fixed regular payment, typically paid on a monthly basis which is called "salary". Apart from certain benefits in private and public sectors, the salary range in both organizations also differs. If you want to start your career in a government department, here are pay brackets in federal and provincial government organizations in Pakistan.

Salary in Government Departments

Salaries are regulated by Finance Department which is mainly responsible for provision of funds. In general, Basic Pay and Allowances constitute the salary. We can understand both constituents one by one in the following way:

Basic Pay Scale in Pakistan:

Basic Pay is a standard rate of pay which is given to the government employees before the allowances. This rate is set according to the government pay scales as prescribed by Finance Department. Govt Basic Pay is uniformed throughout Pakistan. Presently, Basic Pay Scales (BPS) are 1 to 22 and their notified rates are as under:

Types of Allowances:

An allowance is given in addition to basic pay for specific purpose to an employee of the govt. Allowances, given to the employees in federal govt and provincial departments, are of following types:

1. Standard
The general and standard allowances prescribed are as under:

1. House Rent Allowance @ 45% of basic pay at big cities and @ 30% of basic pay at small cities.
2. Medical Allowance @ 15% of Basic pay.
3. Conveyance Allowance as per entitlement of scale.

2. Job Specific
There are other allowances which are job specific such as:

1. Dispatch Rider Allowance @ Rs.2500 per month.
2. Washing Allowance.
3. Overtime Allowance.
4. Weather Allowance.
5. Hill Allowance.
6. Field Allowance.
7. Risk Allowance.
8. Elite Allowance.

3. Department Specific
Some allowances are department specific and given to the employees only who work therein:

1. Judicial Allowance.
2. Secretariat Allowance.
3. Executive Allowance.
4. Special Allowance.
5. Utility Allowance.
6. House Requisition Allowance.

4. Qualification Based

1. Qualification Allowance.
2. PhD Allowance.
3. MPhil Allowance.
4. Advance Increment.

From the above discussion, it may be inferred safely that if general pay and allowances are applied then there is no difference in salaries of employees irrespective of their postings. It is the special/ department specific allowances which create the difference in salary. Sometimes provincial governments do announce different allowances and at the time of budget grant increase more or less to other provinces.

Basic Pay Scale 2022

In Budget 2022-2023, Finance Division, Government of Pakistan, has sanctioned with effect from 1st July, 2022, an Adhoc Relief Allowance 2022 to the civil employees of the Federal Government as well as the civilians paid from Defence Estimates including contingent paid staff and contract employees employed against civil posts in Basic Pay Scales on the standard terms and conditions of contract appointment. The increase will start from 1st July, 2022 that means the employees will start getting their increased amount (Adhoc Relief Allowance 2022) from 1st August, 2022.

The government has increased salaries of the employees allowing them an Ad-hoc Relief Allowance 2022 @ 15% of the running basic pay of Basic Pay Scales 2017.

How to Calculate Salary

Let suppose you have been appointed an Officer in Grade 17 and posted in Punjab Civil Secretariat, Lahore, the following wages are admissible to you:

Note:

• Wages vary department to department, for example, you are in grade 17 and posted in a government department, Lahore, other than Punjab Civil Secretariat then you will not be admissible to a wage namely Civil Secretariat Allowance @50%.
• Wages also vary post to post, for example, you are in grade 17 working as Superintendent or Private Secretary in Punjab Civil Secretariat another wage "Utility Allowance Rs.14000/- PM" is admissible to you.

MP Pay Scales (MPS)

MP Pay Scale: Special Pay Packages Known as MP (Management Position)

In the recent years, special pay package was introduced for Head of Organization or Project Heads; known as Management Position or MP Scales. The basic purpose of these scales was to hire technically qualified persons as Head of certain Departments and Projects on contract basis so their performance shall remain upto the mark. The other purpose was to attract the private experts by giving market based salaries.

These scales were revised in 2017. MP Scales are usually revised as the Revision of Basic Pay Scales takes place.

Types of MP Scales

There are three types of MP Scales known as MP-I, MP-II & MP-III.

MP-I Scales has more salary and privileges. The minimum salary in MP-I scale is Rs.95,910/- plus the benefits such as vehicle & petrol, TA/DA as of BS-21 officer and other extended facilities.

MP-II Scales has less salary and privileges than MP-I. The minimum salary in MP-I scale is Rs.77,440/- plus the benefits such as vehicle & petrol, TA/DA as of BS-20 officer and other extended facilities.

MP-III Scales has less salary and privileges than MP-II & MP-III. Till 2018, the minimum salary in MP-I scale is Rs.65,060/- plus the benefits such as vehicle & petrol, TA/DA as of BS-19 officer and other extended facilities.

Revision of Basic Pay Scales

The basic principle behind the regulations of salary is to enable the govt employees to meet with their financial requirements. So, the basic pay scales are revised on this principle by federal government as well as provincial governments. In past, basic pay scales have been revised on 5 years basis. Revision of basic pay scales has been done in 1991, 1994, 1999, 2005, 2008, 2011, 2016, 2017 and lastly Basic Pay Scales 2022 has replaced Basic Pay Scales 2017 with effect from 01.07.2022. The revision has been done on frequent basis as the inflation has been rising. On account of pay scale revision, the salaries of the govt. employees are increased.

Salary in KPK

It is general impression that the salary in Khyber Pakhtun Khawa is higher than Punjab, Sindh, Balochistan and Federal Departments. One such example is; KPK Government previously used to grant the increase in salaries more than the Federal Government. In year, 2013, 2014 and 2015, KPK Government did so when they granted 20%, 15% and 15% increase respectively as compared to Federal Government which allowed 10% every year. Another example is; Civil Secretariat in KPK where there are allowances such as Utility Allowance, Special Allowance & Secretariat Allowance. Higher Judiciary's employees enjoy the facility of Judicial Allowance which is normally equal to three basic pays.

Salary in Balochistan

Salaries of Balochistan Government employees are almost same to the Federal Government but it is more than Sindh and Punjab Provinces as in Balochistan the employees enjoy the benefit of House Requisition Allowance.

Salary of Punjab and Sindh Government Employee

Salaries of government employees in Punjab and Sindh Province are almost same to the Federal Government.

Salary in Gilgit Baltistan

Salaries in Gilgit Baltistan are less as compared to other provinces as it is new one and benefits are being extended slowly.
