How to Become Assistant Commissioner in Pakistan

The post of Assistant Commissioner is known to general public; particularly in rural area, as a very powerful post. It was, and still is, the impression that most powerful of the governmental post is the post of Assistant Commissioner. It was the main tier of British Government and still has the pivotal role in district management set up in Pakistan, India, Bangladesh and other sub-continental country. The post of Assistant Commissioner may not be confused with the post of Assistant Commissioner (Income Tax) which is a post of Federal Board of Revenue (FBR) in Pakistan.

The post of Assistant Commissioner in Pakistan is filled from two service cadres i.e. Pakistan Administrative Service (PAS) and Provincial Management Service (PMS) previously known as PCS. PAS is a federal level service whereas PMS is a provincial level service.

The Central Superior Service commonly known as CSS and PMS are two main pillars of the civil service which is responsible for running the civilian bureaucratic operations and government secretariats and directorates. The civil service defined itself as "key wheels on which the entire engine of the state has to move." Assistant commissioner selection is made after passing an exam.

How to Become an Assistant Commissioner

Candidate with graduation qualification is eligible for this post. As per eligibility criteria, there are three ways an aspirant can win to be an Assistant Commissioner in Pakistan:

  1. Pass out CSS Exam. The candidate must fall in PAS Group of CSS Or
  2. Pass out PMS Exam Or
  3. Ministerial staff of Civil Secretariat has share for promotion as PMS Officer (Scale-17); this make them also eligible for posting as Assistant Commissioner. The incumbent preferably with law degree and minimum 02 years' service in Scale-17 is eligible.

Training of Assistant Commissioner

After passing out CSS or PMS Exam or selection through promotion, the new appointees are sent on training. Thereafter, they are posted as Assistant Commissioner to head Tehsil level administration.

  • 09 months for CSS qualifiers + PAS training.
  • 06 months training for PMS Exam qualifiers + two years service at Secretariat for general know how of the Job.
  • 06 weeks training for Superintendent prior to promotion as PMS Officer and 3 months training after induction in PMS makes the promotees eligible for posting as Assistant Commissioner.

Job Description of Assistant Commissioner

In Pakistan, Assistant Commissioner is responsible for maintenance of peace, harmony, rule of law, situation of Law & Order under check, price controlling, wheat procurement, disaster management, overall monitoring of Educational Institutes, Hospitals & Health Units, development work in concerned Tehsil, liaison with the law enforcing agencies, Land transfer approval/ deeds and other departments. It is a broader understanding that all the powers vested in Commissioner at Division level are entrusted upon Assistant Commissioner at Tehsil Level. Assistant Commissioner reports to Deputy Commissioner and Commissioner on official business.

Career/ Promotion Scope of Assistant Commissioner

The Assistant Commissioner is eligible for promotion in Scale-18 as Deputy Commissioner / Deputy Secretary after five years of service and completion of training prescribed by the Government. Assistant Commissioner is eligible for promotion in Scale-19 as Deputy Commissioner/ Additional Secretary upon completion of 12 years service as Assistant Commissioner and Deputy Commissioner. In general after 20 years of Service, Assistant Commissioner gets promotion in Scale-20 as Commissioner/ Secretary. Further service enables for promotion as Additional Chief Secretary, Chief Secretary and Federal Secretary in Scale-22.

Assistant Commissioner Salary / Benefits

The salary of Assistant Commissioner is very good for a beginner. Salary and other benefits are as under:

  1. Salary of Basic Scale-17 + allowances as admissible to government employees.
  2. Government residence
  3. Official vehicle
  4. Security staff & employees at residence.

Dear Rizwan, Assistant Commissioners (AC) appointed through CSS are posted all over Pakistan whereas PMS Officers are posted only in their respective Province.
